2 – Moving On — Job Descriptions for Tasks in each Group

The  is a combination verbal flow chart, job description and in the proper order with the optimum number of people for each position.
It can all be done by one person, but you sure can’t do very many bills — those of us that have done it will attest to this.

Please review try and find your passion. If you have more than one that is fine, but do not overload yourself, because you will hit burnout quickly.

How We Accomplish Our Task and Job Descriptions

  1. Bill Research– We have to be able to find the bills. There are three basic ways. All three use the Oregon State Legislature web site. All three are painful, all three have pitfalls. The second one can be done on Oregon Live also. Using the first two we are pro-active, using the third we are playing catch up.

             a.  Use the Index of Legislative Measures (Currently off line)

             b.  Use the Full Measure Text Search of the bills and laws from theBills and Laws web page on the Oregon State Legislature web site.

             c. Subscribe to each Committee’s Agenda Page.

2. Bill assignment/follow up Once a bill is found it has to be assigned to theBill Analysts and progress monitored.

 3. Bill Analysts – The hard work, understanding what they are trying to do to us, concise summarization of additions and removals and impact. Done in bullet point format.

 4.  Written Testimony — After we analyze the bill we need to give rebuttal to why it is bad or support to why it is good. Each Legislative Committee member will receive a copy of this from the Legislative Committee Administrator or Assistant (2 req)

 5.  Legislative Committee Hearing observers/report writers — those who will consistently observe, report and follow through entire bill process (2 pairs req)

 6.  Website secure poster -a person that posts reports/summaries on OCL website (1 req) (Tom Horton and Julie Crow volunteered for this already)

 7.  Lobbyists – Individuals visit/call legislators inSalem (2 req)

 8.  Final Review – Review output from Analysts before website submittal; review Written Testimony and Verbal Testimony (1 req)

 9.  Overhead

         a.  Committee Leader – Oversight of all aspects, some of the below positions report back to this person (1 req)

         b.  Communications – Receives and sends messages from Sally to lower her workload and shelter us from un-necessary emails. (1 req)
