NATIONAL POPULAR VOTE COMPACT – diminishes the value of Oregon’s votes. This bill enacts the Interstate Compact for Agreement Among the States to Elect the President by a National Popular Vote doing an end-run around the Constitution. Predicated on enough states passing the same bill to join the compact.
SB 861A – PASSED, GOVERNOR SIGNED
Provides for state paid ballot return envelopes. This bill requires the state to pay for ballot return envelopes that can be returned by business reply mail, or other mailing service determined by Secretary of State that may be more cost effective or efficient. Applies to each election held in this state.
HB 2714A – DIED IN SENATE
This bill enacts limits on campaign contributions that may be accepted by candidates and political committees. An individual, a multicandidate political committee, the principal campaign committee of a candidate or a recall political committee may not accept aggregate contributions in excess of $1,000 for state Representative candidate, $1,500 for state Senator or circuit court judge, $2,800 for other state offices. Limits small donor political committee from accepting no more than an aggregate of $250 per individual. Diminishes the impact of independent voices to exempt groups.
HB 3310A – PASSED, GOVERNOR SIGNED
Requires candidate forms to include a race and ethnicity question for school elections. This bill requires forms used to nominate candidates to board of school district, education service district or community college district give candidate option of providing candidate’s race and ethnicity, and the election conducted so protected class has equal opportunity to elect candidates. Currently, nothing prohibits a candidate from stating their race or ethnicity in their individual campaign or on the filing form.
HB 2015A – PASSED ON PARTY LINES, SIGNED BY GOVERNOR.
Allows driver’s license without proof of citizenship. There is concern that undocumented aliens will receive motor-voter registrations. This bill allows undocumented aliens to receive drivers license without proof of citizenship. Requires ODOT to do education for use of the license, and rules to update voter requirements to comply with the National Voter Registration Act of 1993. Does not apply to Real ID, commercial drivers license or commercial drivers permit.
